In Japan, when people are desperate, they often say that they're going to jump off of Kiyomizu's balcony.
The reason for that saying is because Kiyomizudera was built 13 meters high, over a sheer precipice.
In short, they're expressing that they're resolved to do anything to die.

The scenery seen from Kiyomizudera is beautiful so now it's become a world-famous tourist spot.
